Latest version of of xsane on the Debian website is xsane_0.996-1_i386.deb, this is the same version in the Ubuntu 8.10 repository as of today.
However, Xsane still freezes and then crashes X when I try to scan using my HP ScanJet 7400c. Looking at the Xsane website, 0.996 was released in Sept 2008!
