$ dlocate kvoptions.sty
texlive-latex-recommended:
/usr/share/texmf-texlive/tex/latex/oberdiek/kvoptions.sty
$
So that file is in texlive-latex-recommended.
How do you come to the conclusion that installing
texlive-latex-recommended does not help.
