Sorry for the delay in replying.  I had some trouble replicating the
bug, as explained below.

It is possible a kernel update occurred around the same time.  To test
whether the kernel was responsible, I tried booting with the three
kernel versions on my system: 2.6.27-7, -9, -11.  On all three, putting
the computer in standby/suspend after starting up resulted in a frozen
keyboard.

As I had reported earlier, logging out and logging back in solves the
problem.  The thing is, I can put the computer in standby after having
re-logged in, and the keyboard no longer freezes.

To be fully clear, here is what I observe: 
1. Start computer, log in.  (Keyboard works as usual)
2. Put computer in standby mode, resume, keyboard frozen.
3. Log out, log back in, keyboard works.
4. Put computer in standby mode, resume, keyboard works.

A variant of these steps without going into standby:
1. Start computer, log in.  (Keyboard works as usual)
2. Log out, log back in, (keyboard works as usual).
3. Put computer in standby mode for first time, resume, keyboard works.

I've replicated the keyboard frozen/not frozen after logout effect on
kernels 2.6.27-9 and 2.6.27-11.  I didn't bother with 2.6.27-7.

So it doesn't appear to be the kernel.  And the logging in/out thing
seems really bizarre - almost as if something doesn't start properly the
first time.

About the BIOS - I do not know how to downgrade the BIOS to the previous
version.  I upgraded it using a Windows program from the Toshiba
website.  I'll look up the steps this weekend and try to carry it out if
it seems straightforward.
