So I think that the patch is wrong now, and we actually don't want to
modify notify-sharp.

What we need to be doing now is doing the same check we do in notify-
sharp, but outside of notify-sharp in the actual application (e.g.,
banshee).

The reason for this is that some applications may have notifications
that don't make sense without the action in it, and so they should be
checking outside AddAction() anyway.  Internally the notification server
pops up alerts if you use an action in a notification, and it's kind of
annoying.. that annoying behavior is actually intentional, so that it's
obvious to us what needs to be fixed.
