I can confirm this bug. Got the exact same problem. When on AC power at boot, after login my brightness will fall to min. If I'm on battery my brightness go in max. It behave like it is inverted, but my FN keys works flawless.
I got the same version of guidance-power-manager as Thomas, but using kubuntu 8.10 with kde 4.2 backports.
