Hmm... I don't think so as I have different symptoms.  In bug #301755 it
sounds like they are reporting interference from the rest of the system
causing a crackling noise.  In my case the only sound that is emitted is
the crackling.  Please let me know if I'm mistaken.

However, upon further investigation, this does seem to be related to
PulseAudio.  If I go to GNOME Sound preferences and change "Sound
playback" and for Sound Events and Music and Movies to "HDA Intel
STAC92xx Analog (OSS)" it works just fine.  If I choose "HDA Intel
STAC92xx Analog (ALSA)" I get absolutely nothing.  Only when I choose
PulseAudio or Autodetect do I get the crackling noise instead of the
proper sound.

I looked at the work around in that other bug and the logic already
seems to be there in /etc/pulse/default.pa:

### Automatically load driver modules depending on the hardware available
.ifexists module-hal-detect.so
load-module module-hal-detect tsched=0
.else
### Alternatively use the static hardware detection module (for systems that
### lack HAL support)
load-module module-detect
.endif
