>From what I can tell, 24388 is not the same issue as this bug. Further
it is now closed whereas this bug still affects Ubuntu 8.10.

The above description is mostly correct, but the problem is as simple
as: kana filenames are not properly sorted. They clearly sort according
to something consistent because the same names always sort the same way,
but so far I can't figure out what logic is behind it. Often, even files
that start with the same character will be separated by many different
files starting with many different characters. The problem is not
limited to directories that have Roman filenames, or filenames with
mixed names.
