First edit the /etc/hinfo.conf file with:
sudo gedit /etc/hinfo.conf

Make sure the lines that have:
use "/var/lib/hinfo/dnsbl.ins.pl";
use "/var/lib/hinfo/whois.ins.pl";
are not commented out.

close that file.

Edit the /var/lib/hinfo/dnsbl.ins.pl with:
sudo gedit /var/lib/hinfo/dnsbl.ins.pl

Comment out the sections you don't want.
For instance the ordb section should  read like the following if you don't want 
to use it (since it closed in 2006):
# ordb.org
#       ["relays.ordb.org", "ORDB open relays", "www.ordb.org/",
#               \&explain_txt, "relays.ordb.org",],

Do the same thing for the entire blars section. Put the # sign in front
of each line.
