I managed to get bluetooth preferences to write a value to the
/var/lib/bluetooth/<device-id>/trusts file by selecting the mouse
(right-click on the bluetooth icon in the notification panel and click
on the mouse entry) and clicking the information icon (an 'i' appears
next to the the mouse entry at this point and the trusts file has
information in it).

But when I suspend and resume, the trusts file is once again empty and
the PC asks for authorization again.

Is that the function of the 'information' icon (ie is it actually an
authorization icon?).
