Sorry for the late reply, I didn't see this.

Do you still have the 8.2 cluster? It very much looks like the 8.2 one
is running under a LATIN1 locale, such as nl_NL. Please check that with

  sudo /usr/lib/postgresql/8.2/bin/pg_controldata
/var/lib/postgresql/8.2/main

Under pre-8.3 servers you could have databases which used a different
encoding than the server's locale. This has always been wrong, but only
8.3 onward enforce this right from the start.
