Public bug reported: Basically, if the proprietary ATI graphics driver is not enabled in "Hardware Drivers", suspend will not work. It will go into suspend, but it will not come out. It just gives a blank screen, and a hard shutdown is the only way to make it work again. I had this problem until I enabled the proprietary driver, but upon disabling this driver, the problem starts again.
