I'm sorry, but I can't understand your point. If I click "System" - "Preferences" - "Keyboard" - "Layouts" tab, "+"-button in "Choose a layout", I get an empty preview. And this is the expected behaviour. In fact I haven't selected any keyboard layout so far.
