I have the same problem with the arrow keys, but I'm trying to connect through an Ubuntu 8.10 server with freenx 0.7.3+svn612-0freenxteam11~intrepid1 to windows machines (vm's and real machines). I use the NX Java applet, but also when I try to connect from my Ubuntu 8.10 machine it won't work.
I also installed the NXServer from NoMachine on my workstation, and if I connect through that one to the win32 machines, and the keyboard does work correctly. I also have a Debian server I can use to connect to the Win32 machines, which has the free NoMachine NXServer on it (with just 2 connections) and it has the same affect. Both servers are not configured to use X11.
