No, that's not true. I have such a freeze even after a lot of activity, though. Certainly a suspend/resume cycle trigger the bug, but that's not the main cause. If I have a lot of windows opened and I activate the "scale" compiz effect I'm almost certain that the animation will freeze. Another condition consists in an opened Qt application.
