*** This bug is a duplicate of bug 75562 *** sebastian at the time he filed the bug i only new he ran update-manager and yes it looks like its dist-upgrader causing the issue and only way i would have known for sure was to see the logs. but i founnd out the logs are not anywhere on his system because he is in a chroot, but i thought they would still be there. this morning i was gonna have Michael give me his opinion on it since apt in any form is not causing this issue other than in a chroot . he has same version of apt as i do (this was fixed in the newest apt)afaik. so my thought was update-manager had something to do with it. i talked with the reporter for a while in #ubuntu+1 to get as much info as i can but didnt get too much.
