The Debian External Health Status mean, there an up to date external, mostly non Debian source available. The call for a sync does nothing more means then, please update the Debian / Ubuntu sources with the in DEHS available sources. That's because Ubuntu has in Launchpad, and Debian has his as well, own sources. The diff is a Debian directory, for building packages. It could be a task for the Flumotion package holder in Ubuntu.
