A positive sude-effect is that this way document manager options like "n-up" and "fitplot" (which might be preset for a print queue) are ignored which is wanted for a real test page printout. For a real PostScript printer a PostScript test page program might be even submitted using "-o raw" to ignore any possible "cupsFilter" setting (those exist in particular PPDs even for real PostScript printers). Of course PDF is the better format for usual documents.
