This bug has also affected me on Ubuntu 8.10/Intrepid Ibex. It was a clean install (my first of Ubuntu in October 2008 or thereabouts, I've been taking all the updates regularly and none of them have changed it across either. I'm running entirely headless (no keyboard, monitor or mouse connected), I've only just got round to resolving this, but it was fairly easy to find the fix at least, after changing the detected layout to UK didn't resolve it.
