What happens when the upstream translations are not imported by Rosetta at all? (see libk3b, ktorrent, Amarok... in Jaunty for Romanian). I would suspect a bug in Rosetta rather than asking translators to re- translate every message that is already translated upstream. Is there a reason for ignoring those files?
