As noted above I have installed KDEUtils & KDEBindings (I'm sure if they are necessary they should be dependencies of Superkaramba) then rebooted and tried again.
The whole screen went black! A little dialogue appeared in the middle of the screen that said you do not have PYQT installed that is necessary for this program to run but I already have the package python-qt3 installed so I am still stuck without Liquid-Weather.
