It's rather a feature. ctrl-j displays the objectives of the current playing side. Given that there are multiplayer missions around it might well be that different sides have different objectives. Given that multiple players can be playing on the same machine with the same client and thus it makes quite sense that it's done that way. On the other hand, it can be argued wether it's wanted that the different sides are able to see the other side's objectives. I've mentioned it to upstream at least, it's their to decide. If you feel it's a good idea you might want to drop a message in their gna.org bug tracker. It's still the same in the 1.5 development branch, just for the record.
