At least the issue I have been having (don't know about the OP) is a
duplicate of #262974.  It was caused by dkms, which contains a call to
"udevadm trigger", which causes the kernel to resend udev events for all
hardware, including network interfaces, which hal then dutifully adds
(again!) to its list.  When NetworkManager sees the new devices it drops
all connections and reconnects to the "new" interfaces.
