Thanks. Just so I understand this correctly - are you prompted for a
password as soon as you attempt to launch Users and Groups? If so, then
that is wrong, and sounds like you have a stale laucher in your profile
that is launching it with gksu. Was this machine upgraded from Gutsy at
all?

Anyway, everything is greyed out because you haven't authenticated with
Policykit by clicking on the "Unlock" button (this is what it seems from
your bug report).

Could you please do the following:

1) Open a terminal (Applications -> Acccessories -> Terminal)
2) Run "users-admin"
3) Click the "Unlock" button and authenticate.

Please say whether this works or not. If not, then please post any error
messages that appear in the terminal.
