Update. after latest kdebase-runtime (4:4.1.96-0ubuntu2) icons in alt+f2 window appeared. And it's now possible to enable desktop effects.
But. with desktop effects enabled, the desktop is just black (background image missing). Taskbar is still completely missing. Clicking with right mouse button on the desktop doesn't open any popup menu.
