I own a card like this. Under the V-Stream sticker on the tuner it had another sticker with this kind of info on it : TNF-8831-BGFF. Searched for it at the video4linux and found that tuner type at the CARDLIST.tuner . It is number 48. Changed it from 38 as you mentioned and tuner is working now. ( my problem was that i could not find any channels )
About the pll option : pll : specify installed crystal (0=none, 28=28 MHz, 35=35 MHz) This is what i got from modinfo bttv.When it was set at pll=1 there was no channel but when i set it at 28 and put the correct tuner type channels were there for me to watch :) I have not tried to make the radio to work but if/when i would try such a thing i will post the results.
