Public bug reported: Binary package hint: alsa-tools
Up until Hoary alsa-tools had ac3dec. It now (Intrepid forward) does not. Note that it DOES still have the man pages and TODO/README files, just not the binary! My guess is a packaging error as it's not a commonly used tool.
