it is in /apps/compiz/plugins/move/allscreens/options/constrain_ y - set to 0 to allow free moving of the windows. This is a serious issue considering the popularity of netbooks (like the eeepc from which I am typing this) an the regression in compiz as compared to metacity in the default setup. I personally do not see any downsides in changing this setting.
