Well, I missed a pointer to where the settings were gone to. Even if the update script migrates more than one device and therefore migrates to more than one place, it is really helpful to tell where those places are. If I had read "/etc/default/console-setup" in the migration comment, that would be a great search keyword. The beauty of configuration files is that they can contain comments. See the samba config, for example. It is quite verbose and that really helps when you configure an extra share, for example.
So if it had said anything like "Keyboard settings are now read from /etc/default/console-setup", I would be perfectly happy. The file /etc/default/console-setup is quite verbose already, so it is not hard to adapt it. It may be a bit harsh to file a bug on a comment, but I think it can mean the difference between Ubuntu and Gentoo.
