I have additional information. I'd been working around this issue by powering on the USB drive and then starting XSane with my USB scanner turned off. XSane immediately generated an error because the scanner was off, but the USB activity apparently caused the USB drive to mount.
I just switched to a USB keyboard (I was using a PS/2 model) and noticed that the problem has gone away.
