I confirm that it does take a lot longer to open the same document in evince, but even so it downloaded (all 25 MB) and opened fully rendered in less than a minute. Opening it after saving it took about 40 seconds to fully render. Acrobat took approximately 10 seconds, I don't believe this is an evince issue, I think they are just taking advantage of some proprietary shortcuts when rendering/caching that file through acrobat. If I were you I would continue opening documents of this calibre with the Acrobat reader instead. With that being said I am going to mark this as invalid.
Poppler is the rendering library that evince uses for pdf files. They have a bugzilla link at the bottom of the page. I would recommend that you register and submit a bug there if you would like to give the poppler developers feedback. I would make sure you put the link there as well so that they can pull down the file and see the issue firsthand. Thanks for sumbitting this regardless!
