I have encountered this send recieve problem it was simple to fix evolution was working off line to fix it go to file menu then 2 up from the bottom click on work online this should cure it you can tell if your off line by looking at the bottom right corner of evolution you will see a plug symbol if its disconnected your off line you may have to do this for which ever user has the problem explaining why it works on some users desktop and not others I hope this solved the problem it solved mine and I'm a newbie.
