I have not had a chance to download Kubuntu 8.10 and since 9.04 will be officially using KDE 4 I doubt the same would apply. However in at least 7.04 and 7.10 the same problem would apply and in the exact same manner. If anyone wants to recreate it though here's how:
Like I said in the OP if I were to install Kubuntu with the OS language set to Greek the Alt+Shift key combo would cycle through Greek and English, exactly as expected. However if I were to MANUALLY set the Regional Settings to Greek/Greece then the KDE language applet would activate and cycling would only happen via it and that would not accept Alt+Shift as a valid Key Combo.
