In Ubuntu 8.04 LTS "Hardy" (network-manager-gnome version 0.6.x) manual (static 
IP) network IP address settings were managed not by network-manager, but by 
network-admin tool from gnome-system-tools package. So, this bug is a duplicate 
of bug #246161
I've noticed, that this bug is reproducible only if network-manager process is 
running - static IP configuration is applied right after it has been configured 
in network-admin if I kill NetworkManager and NetworkManagerDispatcher 
processes before launching network-admin.
I think it's very important bug if user with static IP can't connect to 
network/internet !!!

Another problem is, that network-manager 0.7 from Ubuntu Intrepid or
Jaunty has very unintuitive static IP configuration, see bug #270382 for
more info.

So. please mark this bug as a duplicate of bug #270382 or #246161
