Patches for applications should be filed as their own bug report with
the patch attached as an attachement. If this is still too high, it
would probably be best to discuss how to improve the situation on the
kubuntu-devel mailing list. (Though, tbh I haven't really been seeing
too many usability-related patches or patches at all coming from outside
the kubuntu team)

It would also be worth talking to upstream to get patches applied there
directly. In any case, this isn't the type of thing that should be
tracked in a bug tracker. (meta-kde is an actual package which provides
the "kde" metapackage which installs all of kde)
