Public bug reported:

Binary package hint: gnome-panel

Its has happened a couple of times before; sometimes I get it back
easily sometimes is hell to do it. Anyway, the hole taskbar just
dissapeared, and with it al menus, and it is impossible to get to the
programs running in the bacgrounl (like skype, ktorrent, etc...)

I was able to get it back after installing hell a lot of KDE and Gnome
graphic version aplication, by steping on Appfinder.

As you have provably realiced, I'm a new, basic windows user messing
around.

Y use Xubuntu, but when I wrote:
"lsb_release -rd",

gives me:
