I also am experiencing this with my BCM4312 (non-free wl driver) on my Dell Mini 9. When resuming from hibernation, it takes about 1 minute from the time my desktop appears before NM wakes up and scans for networks and connects. Here's an excerpt from my syslog after waking up:

The computer was initially suspended while connected to the same unencrypted access point.
