aptitude install mbr
install-mbr /dev/hda

This assumes that /dev/hdaN containing grub is the active partition.

I don’t consider it a bug in grub that it doesn’t work when you
incorrectly configure the bootloader chain (if grub is just in a
partition and not the MBR, you naturally need some bootloader in the MBR
that can start grub; if you just put garbage there, it will not and
should not work).
