Sounds like we need to get to the bottom of what is causing the timeouts. Hopefully it can be resolved in a way that is not slow, and also allows both ipv4 and ipv6 without requiring manual configuring or disabling by the user.
I expect that it would help to compare tcpdump traces on your host accessing something that demonstrates the problem Both with and without the delays, but with all else as similar as possible.
