/etc/init.d/networking will not touch interfaces if /var/run/network/ifstate indicates that all devices are configured and up-n-running This is quite a bad idea if the system crashed and is rebooted. in my case (remote-hands only) the server was unreachable until i zeroed /var/run/network/ifstat through a rescue-system I suggest the script checks if /var/run/network/ifstate modification- time is older than the computers current uptime. if it is, the file must be deleted and all interfaces should be considered unconfigured.
