I think at least part of the problem may be user error. I started noticing this issue about a week ago, specifically on a gaming website I frequent. Today, I received a copy of Intrepid in the mail, and started playing with the LiveCD. When I set the system clock, I noticed that it should be set to GMT and not your local time. (That may be a duh for you, but follow along, please.)
When I got back into Hardy (the distro I currently run in), I fixed the sys clock to GMT, and set up the local profile and selected it. As you can see from <a href="http://www.rpol.net/display.cgi?gi=7&ti=4391&date=1230176564">this discussion</a> on said gaming sire with the admin, that fixed the issue I was having.
