I have a theory that depsite the above comments that it may be wpa-supplicant or the intel driver itself, it actually is just network-mananger. I have just tried switching to Wicd (wicd.sourceforge.net) and it seems much faster reconnecting on wake. Maybe some others would like to try this and post their results?
