Workaround: add the following line to
/etc/modprobe.d/thinkpad_acpi.modprobe

options thinkpad_acpi experimental=1 hotkey=enable,0xffff8f
bluetooth=disable

Now Bluetooth will be disabled by default on boot but can be enabled by hitting 
[Fn]+[F5]
Tested to work on my T42.
