This is seemingly a problem with gnome-power-manager, acpi_listen displays keypresses immediately. Also, if you change power manager settings like "dim while idle", the brightness OSD stops responding for a period of time and the selectable brightness levels become severely reduced.

Then I reduced brightness three times and increased it three times. The brightness changed, but the OSD did not. gnome-power manager seemed to be hung. Then, the OSD appeared, but immediately stopped responding as power-manager hung again, I issued brightness up a bunch of times, and it eventually came around and I was able to increase my brightness to maximum.
