Hi,

i think that the IPv6 module ist loaded not early enough. There was a similiar 
Problem a few Ubuntu-Versions ago        
Bug #7091.
When i enabled:
net.ipv6.conf.all.forwarding=1 in the sysctl.conf and reloaded procps
"/etc/init.d/procps restart"
IPv6 forwarding is enabled
But after restarting my PC, IPv6 forwarding is disabled.
Putting IPv6 in the /etc/modules.conf fixed this Problem.
