For me the suggestion in Bug 272699 at
https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-video-
intel/+bug/272699/comments/11 helped a lot, it disables "Compositing" in
xorg.conf.
This at least turns off quite some of the desktop effects, but in
general all windows are way more responsive now and apps do work
correctly (neverball, googlearth, ...) which is more important to me
than fancy graphic effects...
