Thank you for reporting this bug. If the item shows up in System > Preferences, it should show up in Applications -> Settings or Applications -> Settings -> Settings Manager. In this case. I believe it is found in Applications -> Settings -> Settings Manager -> Synaptics settings. There is a bug filed for the missing icon already, bug https://bugs.launchpad.net/ubuntu/+source/gsynaptics-mcs- plugin/+bug/292769 . If this solves the missing menu item, please let me know in a comment here.
