I have the same problem with an HP 5370C scanner. <Sane-find-scanner> reports: "found USB scanner (vendor=0x03f0 [Hewlett Packard], product=0x0701 [Hewlett Packard ScanJet 5300C/5370C ]) at libusb:004:006" and <scanimage -L> produces either "no scanners were identified" or, if I detach and re-attach the usb cable, I may get "device `avision:libusb:004:007' is a Hewlett-Packard ScanJet 5370C flatbed scanner".
