I want to add my support to this...biblatex is becoming the standard way of formatting bibliographies in latex and its always one of the first things I have to install when I setup Ubuntu systems. Either going upstream and asking that this be included in TeXLive, or packaging it separately within Ubuntu would be appreciated.
