Binary package hint: firefox-3.0

from the terminal entering commands like "apt-get install ??????" were ??/ is 
the name of the program, I always get:  Could not open lock file 
/var/lib/dpkg/lock - open (13 Permission denied)
E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?

I want permission, but how do I do that? I am the owner and this is the
only terminal with ubuntu 8.10

I WOULD LIKE THE PERMISSION FOR EVERY THING EXEPT THOSE THAT i WOULDN'T BE ABLE 
TO GO BACK.
