My bad. In Ubuntu 7.04 to change the keyboard shortcut for Action Copy you can click on the word "Copy" and it asks for the new shortcut. In Ubuntu 8.10 if you click on "Copy" nothing. I finally discovered that now the user cannot click on "Copy" but must click on the shortcut key field. The bug is just that changing the user interface created confusion. I did test with two new users. Both work now that I know the new method. Thanks Pedro.
